Regulatory Lead Role Description

Summary

The University of Toronto Aerospace Team (UTAT) Space Systems Division is recruiting a new Regulatory Lead for the FINCH CubeSat mission. The Regulatory Lead will take care of the GAC (Global Affairs Canada) Licensing for Export and Remote Sensing, RF Licensing (ISED and ITU Licensing) and any other regulatory compliance that is required by the government and the international community. These tasks will be accomplished under close coordination with the respective system leads and Director for each regulatory domain. Additional tasks may arise throughout mission development as more technical systems are designed.

Responsibilities

This position officially begins at the start of the Winter semester. The Regulatory Lead will:

• Acquire knowledge of the regulatory systems surrounding space missions
• Come up to speed with the FINCH mission in terms of its technical details (at a high level) and knowledge transfer systems by the previous Regulatory lead (project management workflow, license brief/emails and their respective templates, etc.)
• Consolidate technical parameters from our systems and deliver them to regulatory bodies
• Facilitate and manage the writing process for all license applications
• Lead the liaison process with technical leads (through emails and meetings), providing expertise on legal matters and helping the team come to decisions wherever regulations, policies and law are involved
• Lead the liaison process with governmental officials GAC, ISED, ITU and more (through emails and meetings) throughout the process of writing, editing, submitting, and maintaining the core licenses
• Assist system teams in deriving technical requirements from regulatory requirements
• Assist the Director in additional legal tasks, which may include IP/development concerns and contract negotiations
